Two things decide what a Davidson County purchase costs you, and neither is the sale price. The first is that USDA financing does not exist here — not partly, not depending on the street: every acre of the county is inside a USDA-ineligible area. The second is the Urban Services District line, which changes your tax rate without changing anything about the house. This page covers both, plus the 2026 loan limits and Davidson’s THDA numbers.

What this means for loan program selection

USDA is a property-eligibility program, so where it is unavailable it is unavailable to every applicant equally. In Davidson County no address qualifies.

VA financing has no geographic eligibility test at all. For a borrower with entitlement, zero down works anywhere in Davidson County.

For everyone else the zero-down route is not available here, and the practical options are FHA at 3.5% down or conventional from 3% for many first-time buyers, often paired with THDA assistance. We will price those side by side.

Multi-unit limits for Davidson County in 2026: $1,317,650 duplex, $1,592,700 triplex, $1,979,350 fourplex, on both FHA and conforming. Given how much of Nashville’s housing stock is two-to-four units, that conforming duplex limit is worth knowing before anyone quotes you an investment-property rate.

Property Taxes: The USD / GSD Line

Metro Nashville is a consolidated city-county with two general tax rates. The General Services District rate applies countywide. Inside the Urban Services District — roughly the older, denser core that receives Metro trash pickup, street lights and sidewalks — an additional increment applies on top.

Tennessee assesses residential property at 25% of appraised value, so both rates run against $100,000 of assessed value on a $400,000 home.

Worked example — a $400,000 home

In the GSD: $100,000 assessed × $2.782 per $100 = $2,782 a year, $231.83 a month.

In the USD: $2.814 per $100 = $2,814 a year, $234.50 a month. The USD premium is real but small — about $2.67 a month on this example. The services it buys are usually worth more than that.

The satellite cities are where the number actually moves. Inside Goodlettsville the combined rate is $3.2888, or $274.07 a month — $42 a month more than the GSD.

Three Davidson cities levy no city property tax at all

Berry Hill, Forest Hills and Oak Hill are incorporated but carry no city property tax rate in the state’s 2025 table — residents pay the Metro rate only. Belle Meade, Goodlettsville and Ridgetop do levy one. If you are comparing two houses in different satellite cities, that is a line item worth checking before you write the offer.

Tennessee has no state income tax. For buyers relocating from a state that does, your gross income is unchanged and your debt-to-income ratio is still calculated on gross — but what a given payment feels like in practice is not.

Davidson has targeted census tracts — and a lot of them

THDA flags Davidson County as containing targeted census tracts, where the first-time homebuyer requirement is waived. If you have owned a home before and assumed Great Choice was closed to you, that assumption may be wrong at a specific address. It is decided tract by tract, not countywide, and it takes about a minute to check.

Note the interaction with the acquisition limit: at $500,000 in a market where a lot of inventory sits above that, the purchase price cap will bind before the income cap does for many Davidson buyers. Worth knowing which constraint you are actually up against.

Options for Self-Employed and Commission-Based Borrowers

A tax return that understates what you earn is a documentation problem, not a qualification problem. Non-QM programs exist for exactly that: bank statement loans, asset depletion, DSCR for investment property, and 1099 programs. Being declined by a retail bank is not the same as not qualifying, and it is worth a second look at the file.
